promise は「約束する」ですが、ここでは「見込みがある、将来性がある」という意味でつかわれています。
例：a promising actor「将来有望な俳優」
the biggest stockmarket debuts ever. で「今まで最大の株式市場デビュー（となる）」です。
stockmarket で「株式市場、証券市場」です。
debut デ[ビュ]ーで「デビュー、初主演、初公開」

Anthropic, an artificial-intelligence lab, filed ～ で「アンソロピック、人工知能研究所、は～を提出した」です。
Anthropic は会社名で「アンソロピック」、AIチャットサービスの Claude（クロード）などを展開しています。
(filed) draft paperwork で「草案書類を（提出した）」
for its initial public offering. で「同社の新規株式公開のための」です。
initial public offering は IPOとも書いて「新規公開株、新規株式公開」という意味です。

OpenAI is soon expected to follow. で「OpenAIもすぐに後に続くと予想されている。」です。
OpenAI は ChatGPT を展開している会社です。

SpaceX, meanwhile, is ～ で「SpaceXは、一方で、～だ」
is reportedly seeking to ～「報道によると、～することを目指している」
(to) raise $75bn from investors「750億ドルを投資家から集め（ようとしている）」
$75bn は $75 billion の略です。billion は「10億（1,000,000,000）」になります。
ahead of its Nasdaq debut. で「ナスダック上場に先立って」です。

Together,「（それらを）全部合わせて」
the three giga-IPOs may ～ で「その3つの巨大IPOは～かもしれない」
add as much as $4trn to the market value で「市場価格に最大で4兆ドルを付け加える（かもしれない）」です。
as much as はここでは「最大で、多ければ、実に～もの」という意味の、数の大きさを目立たせる表現です。
(the market value) of listed American companies で「アメリカの上場企業全体の時価総額」です。
market value は「市場価格、時価、時価総額」です。
listed はここでは「上場した」という意味の形容詞です。
取引可能な銘柄リストに載っている（listed）、というイメージです。
in a matter of months. で「ものの数カ月で、わずか数か月のうちに」です。
in a matter of ～ で「ほんの～で、～足らずで」という意味の言い回し。
例：occur in a matter of minutes「ほんの数分のうちに起こる」
