で「10年前のブレグジット国民投票は、イギリスをより分断された国、より影響力の弱い国、そして本来よりも貧しい国にしてしまった。これからの10年は、もっと明るいものにできるはずだ。だがその前に、イギリス人は未来に目を向ける必要がある。EUに戻ればすべての問題が解決する、などと思い込んではならない。EUを離脱したことは、ひどい大失敗だった。とはいえ、国を立て直すということは、イギリスがなぜ本来の力を発揮できていないのか、そのさまざまな原因に取り組むことでもある。」という意味になります。

a decade ago, 「10年前」
left Britain ～ で「イギリスを～な状態にしてしまった。」です。
Brexit は Britain + exit を合わせた造語で、イギリスのEU離脱を意味します。
referendum レファ[レ]ンダムは「国民投票」という意味の名詞。
leave ～ … の形は使役の用法で「～を…の状態にしてしまう」という意味です。
Britain を、
more divided,「より分断した状態に」
less influential「より影響力が弱い状態に」
and poorer「より貧しく」
than it would otherwise have been. で「イギリスが、EU離脱しなかったら、そうなっていたよりも」です。
it はイギリスを指しています。
otherwise は「そうでなければ」という意味の副詞。
it would have been で「そうなっていただろう」と仮定の話をしています。
つまり、イギリスがEU離脱していなかったらという what if ～（仮説）ですね。

The next ten years should be brighter, で「次の10年は、より明るくなるはずだ。」です。
ここは should を「～すべきだ」と訳すより、見込み・期待 の should です。
, but ～「しかし～」
first「まず第一に、そもそも」
Britons must focus on the future「イギリス人は未来に目を向けなければならない」
Briton は「イギリス人」という意味の名詞。
and ～「また～」
(must) not imagine that ～「～だと思い込んではならない」です。
imagine はここでは「（思い違い）で～と考える」です。
(that) rejoining the European Union is the answer to ～「EUへの再加入が～への答え（だと）」
(to) all their problems.「自分たちの問題の全て（に対する答え）」です。

Leaving the EU was a terrible blunder.「EUを去ったことはひどい大失敗だった。」
blunder は「大失敗、大へま、ぽか、重大ミス」
単なる mistake より重く、しかも「愚かな判断ミス、大失策」という感じがあります。

But ～「しかし～」
national renewal means ～「国を立て直すということは～ということだ」
grappling with the many reasons (why ～)「沢山の理由と格闘すること」です。
grapple with ～ で「～と格闘する、～と取り組む」です。
grapple は「取っ組み合う、取り組む」という意味の動詞。
例：grappler「格闘家、力士」
(the many reasons why) Britain is failing to ～「イギリスが～できていない（多くの理由・原因）」
to live up to its potential.「その本来の力を発揮（できていない）」です。
fail to ～ で「～しない、～し損なう」という意味のコロケーション。
live up to ～ は「（期待などに）沿う、満たす、～にふさわしい状態に達する」です。
例：He hasn’t lived up to that promise.「彼はその約束を果たさなかった。」
its はイギリスを指して、its potential で「イギリスの潜在能力、本来の力」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

イギリスを～な状態にしてしまった
