で「すぐれた徳を備えた人は、自分の徳をことさらに主張しない。だからこそ、その人には徳がある。劣った徳の人は、自分の徳を決して忘れず、いつも意識している。だからこそ、その人には本当の徳がない。」という意味になります。

The person of superior integrity で「高い徳を備えた人物」です。
a person of ～ / a man of ～ で「～を持った人」という意味のコロケーション。
例：a person of character「人格者」、a person of talent「才能のある人」
superior ス[ピ]ァリアは「上位の、高い、上等の」という意味の形容詞。
名詞形は superiority で「上位、優位性」です。
integrity は「完全性、欠けたところがないこと」という意味から「高潔、品位、誠実さ、徳」という意味でも使われます。
does not insist upon his integrity. で「自分の徳を主張しない。」です。
insist upon (on) ～ で「～を主張する、～にこだわる」です。
insist upon は insist on より少し硬め・古風です。

he has integrity.「その人物は徳があるのだ。」です。

The person of inferior integrity「低い徳を持つ人物は」
inferior は superior のアントニム（反意語）で「下位の、劣った」です。
never loses sight of his integrity;「決して自分の徳から目を離さない」です。
lose sight of ～ で「～を見失う、～を忘れる」という意味の言い回し。
つまり、自分の徳のことばかり常に意識している、ということですね。

For this reason,「この理由のために」
he lacks integrity.「その人物には徳がないのだ。」です。
lack ～ は「～を欠いている」です。

『老子』第38章より 漢文では
上徳不徳、是以有徳。
下徳不失徳、是以無徳。
上徳は徳とせず、ここを以て徳あり。
下徳は徳を失わざらんとす、ここを以て徳なし。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
