(to) see people riding ～ で「人々が～に乗っているのを目にする（のは）」です。
riding in the beds of pickups で「ピックアップ・トラックの荷台に乗っている」です。
in Hawaii,「ハワイでは」
a pickup は a pickup truck のことです。
運転席の後ろに、屋根のない荷台が付いた小型トラックを指します。
動詞 pick up「拾い上げる、積み込む」から。
bed はここでは「トラックなどの荷台」を指します。

along ～ で「～に沿って、～を移動中に」という意味の前置詞。
アメリカ英語の highway は、日本語の「高速道路」より意味が広く、都市間や地域間を結ぶ主要道路全般を指します。

roads (have become) busier and faster, が、重複を避けて省略されています。

そんな状況の中で、
concern has grown about ～ で「～についての懸念が高まってきている」です。
concern は不可算名詞で、ぼんやりと抽象的に「懸念、心配」です。
一方、concerns と複数形にすることも可能で、この場合は「さまざまな懸念、複数の具体的な懸念事項」という意味になります。
about ～ は、主語の concern を修飾しています。
(about) the dangers of riding in an open truck bed で「屋根のないトラック荷台に乗ることの危険（について）」です。
without seats or seat belts.「シートもシートベルトもない」です。
