で「人間とはその成長の遅さの賜物なのだ。だからこそ、動物界の中で現在のような地位を占めているのだ。数日や数週間で成長してしまう子犬など、同じだけの成長を遂げるのに何年もかかる人間と比べれば、いったいどれほどのものだろうか。」という意味になります。
1901年 Orison Swett Marden の How They Succeeded に収録された、ベルへのインタビューからの引用です。
19世紀末から20世紀初頭の英語らしい、やや古風で格調のある言い回しになっています。
Man is the result of slow growth; で「人間は遅い成長の賜物だ。」です。
man はここでは「人間、人類全体」を指す総称的な用法。
that is why ～「それが～の理由だ、だから～なのだ、そういうわけで～なのだ」
he occupies the position「人間がその地位を占めている（理由だ）」
he は先ほどの man「人間」を指す代名詞です。
(the position) he does「人間が占めている（その地位）」です。
この he does は、先ほどの occupies を does で受けたもので、
この he does は、同じことを２度言っている感じで「人が実際に占めているようなその地位」という意味を明確にする役割があり、かつ、ちょっと古風な言い回しです。
in animal life.「動物界において」
What does a pup amount to ? で「（～する）子犬がいったいどれほどのものになるのか？」という意味の修辞疑問です。
pup は「子犬」です。
amount to ～ で「成功して～になる、～に相当する、～まで達する」という意味の言い回し。
意味的には amount to ～ の後に what が入る形です。
例：You’ll never amount to a thing.「お前はろくな人間になれないぞ。」
a pup を先行詞とする主格の関係代名詞 that でつなげて、
that has gained its growth in a few days or weeks,「数日か数週間のうちに成長してしまう（子犬）」です。
, beside ～ はここでは「～と比べて」という意味になります。
本来は「～のそばで、～の傍らに」ですが、そこから「～をそばに置いて比べると」という意味になります。
compared with ～ と置き換え可能です。
(beside) a man who ～「～する人間（と比べて）」
only attains it in as many years.「やっと成長に達する、年単位のそれと同じ期間をかけて」です。
attains it の it は先ほどの its growth を指しています。
つまり attain his growth で「成長を達成する、成長を遂げる」です。
in as many years. の as many years は「（～と）同じくらいの年数」という意味です。
as many years (as the pup takes days or weeks) 「（子犬が数日か数週かかるのと）同じほどの年数」です。
例：He read five books in as many days.「彼は５冊の本を、同じ日数（５日）で読んだ。」
つまり、子犬の成長は、日・週単位であるのに対して、人間のそれは、年単位である、ということですね。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
