Vladimir Lenin distilled all politics to two questions: “Who? Whom?” Who will dominate, and whom will they dominate? Since 2010 the British state has offered simple answers. Who? Pensioners. Whom? Everyone else. Yet change can come quickly to an ailing system, however indestructible it might seem. Demographic change, economic struggles and inherent contradictions are set to bring about an end to a political settlement that once felt invincible.

Vladimir Lenin「
distilled all politics to two questions:「全ての政治を二つの問いに集約した」です。
Vladimir Lenin
distill ~ to …
“Who? Whom?”「
Who will dominate,
and ~「そして」
whom will they dominate?「彼らが支配するのは誰か?」です。

Since 2010「2010年以降」
the British state has offered simple answers.「イギリスという国家はシンプルな答えを出してきた。」
Who? Pensioners.「
Whom? Everyone else.「

change can come quickly to an ailing system,「弱体化したシステムには、変化はすぐに訪れる得るものだ。」
however indestructible it might seem.「それがどれほど盤石に見えようとも」です。
However rich he may be, he can’t buy happiness.「彼がどれほど裕福だとしても、幸せは金では買えない。」

Demographic change,「
economic struggles「経済の苦境」
and ~「そして」
bring about an end to ~ で「~に終わりをもたらす(ことになる)」
