で「完全に空腹の状態（または科学者がこれを朦朧とした夜明け前の状態いわゆる“絶食状態”と呼ぶ）でのトレーニングは、体により多くの脂肪を燃やすよう促し、潜在的には体重の増加に歯止めをかけるということがある程度証明されています。」という意味になります。

There is evidence that ～ は決まり文句で「～ということが証明されている」という意味になります。
今回は There is some evidence that ～ なので「ある程度証明されている」です。
他にも、There is much evidence that ～「～という多くの証拠がある」など。

working out on a completely empty stomach で「完全に空腹状態でトレーニングすること」です。
on a completely empty stomach で「完全な空腹状態で」です。
empty stomach で「空っぽの胃、空腹」です。

– or, as scientists call this woozy, wee-hours condition, “in a fasted state” – は上の主語部分の補足説明で
「または、科学者たちがこれを意識がもうろうとした夜明け前の状態、いわゆる“絶食状態”と呼ぶ」という意味です。
woozy, wee-hours condition で「意識がハッキリしない夜明け前の状態」という意味です。
woozy は「酒や眠気などで意識がもうろうとした」という意味の形容詞です。
例：feel woozy「だるい、頭がぼんやりする」
wee hours は「夜半過ぎ、未明、明け方前」という意味で、深夜から明るくなる直前ごろまで時間帯を意味します。話し言葉でよく使われます。
例：work into the wee hours「早朝まで仕事をする」
ちなみに、wee はもともと「ちっちゃな、ちいさな」という意味の言葉です。そこから「小便、おしっこ」という意味でも使われます。

述語部分です。
prompts the body to burn more fat で「より多くの脂肪を燃焼させるように体に促す」です。
prompt ～ to do で「～に…するように促す」という意味になります。

potentially stave off weight gain で「潜在的には体重が増えることを食い止める」です。
potentially は「潜在的に、長い目で見れば」という意味の副詞です。「可能性を秘めている」という意味合いです。
stave off で「～を食い止める」です。
stave ステイヴは名詞では「たる板、おけ板」という意味です。
weight gain で「体重の増加」です。
動詞形では、gain weight で「太る、体重が増える」という意味です。
逆の意味、lose weight「痩せる、体重を減らす」もよく使いますね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
