I believe that ～ はよく使われる言い回しです。
「～だと思う、～と考える」です。
I think that よりも強い意味になります。

the rights of women and girls で「女性や少女の権利」が主語になります。

the unfinished business of the 21st century で「21世紀の未完成の仕事」です。
unfinished business で「やり残したこと、決着のついていない問題」という意味の言い回しです。
例：have unfinished business「決着のついていない問題を抱えている」
