で「サルでもわかるSuica：Suicaや他のICカードは初めは本当にややこしいことでしょう。というのは、ロンドンでは皆 Oyster card を持っていて、それで何でもやっているから。」という意味になります。

Suica for dummies というのは「超初心者向けSuica、サルでもわかるSuica」という意味になります。
dummy は「赤ちゃんのおしゃぶり」を意味します。
そこから、for dummies で「誰でもわかる、超初心者向けの、サルでもわかる」という意味になります。
解説書や教材のタイトルなどに使われる表現です。
例：Windows for Dummies「サルでも分かるWindows」

Suica and other IC cards can be really confusing at first で「Suicaや他のICカードは最初は本当に分かりづらいでしょう」となります。
confusing は「混乱するような、分かりづらい、ややこしい」です。
例：confusing expression「分かりにくい表現」

I mean In London you have the Oyster card and you do everything with it で「だって、ロンドンではみんなオイスターカードを持っていてそれで何でもするから」という意味です。
I mean ～ は口語でよく使われる表現で「つまり、だって、というのも～」という意味合いです。
In London you have the Oyster card で「ロンドンでは誰でもオイスターカードを持っている」という意味になります。
you には「あなた、君」以外にも、「一般的な人、だれでも（=one）、ふつうは」という使い方があります。
例：Can you park here?「ここは駐車OKですか？」、You have to help your fellow.「友達なら助けなくちゃ」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
