で「それは変化、継続する変化、避けられない変化、それが今日の世の中を支配している要素だ。もはやあるがままの世界を考慮に入れるだけではなく、世界がこれからどうなっていくかを考慮にれなければ、賢明な判断はできない。」という意味になります。

It is change, continuing change, inevitable change で「それは変化だ、継続する変化、避けられない変化」です。
inevitable イネヴィタボォは「避けられない」という意味の形容詞です。
例：inevitable fate「避けられない運命、宿命」

that is the dominant factor in society today. で「それが今日の世の中で支配的な要素です」となります。
that は前述の change のことです。
dominant factor で「支配的な要素、優勢な要素」
dominant は「支配的な、優勢を占める、優位の、主要な」という意味の形余水です。
例：dominant market share「支配的なマーケットシェア」
動詞形は、dominate ダミネイトゥ「支配する、優位にたつ」です。
in society today で「今日の世の中で」となります。

No sensible decision can be made any longer で「分別のある判断はもはやできない」となります。
sensible decision で「思慮深い判断、賢明な判断、分別のある判断」となります。
make decision で「決断を下す」という意味になります。
any longer は「もはやこれ以上、もうこれ以上は」という意味の表現です。否定形で使われます。
例：can’t stand any longer「もう我慢できない」

without taking into account ～ で「～を考慮に入れずに」という意味になります。
take into account ～ で「～を考慮に入れる、計算に入れる」という意味の慣用句です。
例：take into account side effects「副作用を考慮に入れる」

何を考慮にいれるのかというと、
not only the world as it is, but the world as it will be で「現在のそのままの世界だけではなく、これからの世界を」です。

not only ～ but also … の構文です。also は省略されるときもあります。
the world as it is で「あるがままの世界」という意味の言い回しです。
as it is は「それがそうであるように」で、「あるがままに、そのままに」という意味になります。
例：Japan as it is「日本の実情、あるがままの日本」
それに対応して、
the world as it will be は「これからの世界、これから世界がどうなるか」という意味になります。
as it is の未来形 as it will be ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
