Sou Inc. offers a solution: で「株式会社SOUは解決策を提案した」です。
offer は「提案する、提示する」です。
solution は「解決策」ですね。

それは何かというと、
pawnshops dedicated only to buying up secondhand merchandise. で「中古商品の買取専門の質屋」です。
pawn shop は「質屋さん」です。
dedicated only to ～ で「～だけに専念する」です。
dedicate は「～に専念する、捧げる」という意味の動詞です。
例：dedicated partner「献身的なパートナー」、dedicated server「専用サーバー」
何に専念したかというと、
buying up secondhand merchandise「中古商品を買い取ること」です。
買取専門の質屋さんということです。

Business has been so good for founder Shinsuke Sakimoto で「創業者のShinsuke Sakimotoさんにとって事業はとても順調に来ている」です。
so ～ that … で「とても～なので…である、…するほどとても～だ」です。
so good that he’s taken the company public で「とても順調なので、会社を株式公開した」となります。
take a company public で「会社を株式公開する」です。
take public で「公にする」という意味です。
上場するということは、株を誰でも買うことができるようにするので、
一般に公開する、public にするということですね。
