from ～ to … の形で「～から…まで」です。
flower festivals and a popular geisha parade は「フラワーフェスティバルと人気の芸者パレード」です。
parade は「パレード、行進」という意味です。
geisha procession とも言えます。

an uplifting musical and even a dog carnival で「元気の出るミュージカルや犬のカーニバルも」です。
uplifting は「元気が出る、気持ちの盛り上がる」という意味の形容詞です。
例：uplifting music「元気が出る曲」
動詞形 uplift は「持ち上げる、高揚させる」という意味です。

this weekend has enough events to keep you entertained and happy で「今週末は、あなたを楽しませ幸せにするに足るイベントがある」となります。
this weekend has events で「週末にイベントがある」となります。
enough ～ to do で「するのに充分な～です」
keep you entertained and happy で「あなたを楽しませ幸せにさせ続ける」です。
keep ～ … で「～を…の状態にさせておく」です。

even now when the sakura in Tokyo is long gone で「東京の桜がとうに散ってしまった昨今でも」です。
even now は「今でも、今だって」という意味の言い回しになります。
be long gone は「とうになくなっている、とっくにいなくなっている」という意味の言いましです。
例：the thieves were long gone.「泥棒たちはとうにいなくなっていた。」
