Samuel Pierpont Langley had, what we assume, to be the recipe for success. で「サミュエル・ピアポント・ラングレーは、成功の秘訣だと我々が考えているものを備えていた」となります。
what we assume to be the recipe for success で「成功への秘訣と考えられているもの」です。
what we assume で「私たちが～だと見なしているもの」です。
カンマで区切られて「私たちが思い込んでいる（だけの）」という意味が強調されています。
assume は「～だと仮定する、前提とする」という意味の動詞です。
例：assumed to be the truth「事実だと見なされている」
recipe for success で「成功への秘訣、成功への決め手」という意味の慣用句（idiom）です。
recipe レシピは「調理法、料理法、レシピ」ですね。

Even now, で「今でも、未だに」です。

you ask people, “Why did your product or why did your company fail?” で「アタナが人に尋ねる、なぜ御社のサービスが失敗し、なぜ御社は倒産したのか？を」です。

and people always give you the same permutation of the same three things で「（そうすると）人々はあなたにいつも答えを返します、同じ３項目を並べ替えただけのものを」です。
people always give you で「人はあなたにいつも（答えを）返す」です。
the same permutation of the same three things で「同じ３つのことの置き換え、並べ替え、変形」です。
permutation は「並べ替え、置き換え、変形」という意味です。
ただ並べ替えただけで、内容は同じことという意味合いです。
動詞形は、permutate パーミュテイトゥで「順序を変える」です。

under-capitalized, the wrong people, bad market conditions. で「（すなわち）資金不足、人材不足、市場環境」です。
コロン（:）は、「すなわち、要するに」という意味になります。
under-capitalized は「資金不足」です。
capitalize は「資金を出す、出資する」という意味の動詞（verb）です。
例：well-capitalized company「資金豊富な会社」
the wrong people は直訳すると「間違った人々」になりますが、
この場合は「ふさわしくない人材」という意味合いです。
wrong は「間違った」という意味以外にも「ふさわしくない」という意味があります。
例：select the wrong person「人選を誤る」
bad market conditions は「悪い市場環境」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
