で「数か月間、東北地方で開発者と農家が新しいドローンをテストしている。そのドローンは田んぼの上を舞い肉体的にこたえる仕事を実行できる。お年寄りの農家の人にかかる時間のほんの数分の一の時間で。」という意味になります。

for several months は「数か月間」という意味のお決まりの言い回しです。
for several years や for several days などもよく使われます。

developers and farmers in northeast Japan で「日本の東北の開発者と農家」です。

have been testing a new drone で「新しいドローンをテストしてきている」です。

どんなドローンかというと、
(a new drone) that can hover above paddy fields and perform backbreaking tasks で「水田の上に浮かんで骨の折れる作業を行える（新型ドローン）」です。
hover above ～ で「～の上を舞う、～の上に浮かぶ」となります。
above paddy fields で「田んぼの上を、水田の上を」です。
paddy は「稲」という意味の名詞（noun）です。
paddy filed で「水田、田んぼ」となります。
perform backbreaking tasks で「骨の折れる仕事を実行する」です。
backbreaking は「骨が折れる、体にこたえる」という意味の形容詞です。
例：back-breaking hard work「骨の折れる重労働」
back は「背中、腰」という意味なので、腰が痛くなるような仕事というイメージですね。
task は「タスク、仕事、作業」です。
perform a task で「タスクを実行する、作業を行う」という意味の言い回しです。

in a fraction of the time it takes for elderly farmers で「老齢の農家の人にかかる時間の数分の一で」となります。
in a fraction of ～ で「～の数分の一で」という意味になります。
fraction は数学では「分数」という意味です。
他にも「破片、かけら、断片、ほんの一部」という意味合いがあります。
例：in a fraction of a second「一秒以下で、一秒にも満たない時間で、瞬時に」
the time (which) it takes for elderly farmers で「老齢の農家の人が（その作業をするのに）かかる時間」です。
for elderly formers で「お年寄りの農家にとって」です。
