で「USJ社は木曜日に、ユニバーサルスタジオジャパンのチケット価格を、忙しい時期は値上げする方で、テーマパークのオフシーズン中は、値下げすると発表した。大阪の西にあるそのテーマパークの経営者は語った。来場者の一極集中の分散と混雑の緩和のために新価格体系を採用すると。」という意味になります。

USJ Co. said Thursday (that) ～ で「USJ社は木曜日に～と発表した」です。
この場合の say(said) は「発表する、メディアに発言する」と言う意味合いです。

it would lower ticket prices for Universal Studios Japan で「同社はユニバーサルスタジオジャパンのチケット価格を下げことになるだろう」です。
it は USJ CO. のことです。
lower は形容詞で「より低い」と言う意味でも使いますが、今回は動詞で「～を下げる、低くする」と言う意味になります。
lower ticket prices for ～ なので「～のチケット価格を下げる」となります。
例：lower a tax on ～「～の税金を低くする」

during the theme park’s off-season, で「そのテーマパークのオフシーズン中は」です。
theme park は発音に注意です。
スィームパークという感じになります。

while raising them during busy periods. で「繁忙期はそれらを上げる一方で」です。
while は「～する間に、一方で～だ」と言う同時進行の状況を対比させる意味になります。
raise them で「それら（ticket prices）を上げる」です。
raise レイズは lower の反意語（antonym）です。
busy periods は「繁忙期」です。off-season に対応させれば on-seasen とも言えます。

The operator of the park in the western city of Osaka said (that) ～ で「大阪の西にあるそのテーマパークの経営者は～と語った」です。
この場合の operator は「経営者」となります。
operate [ア]ペレイトゥは「操縦する、操作する、運用する、作戦を実行する」と言う意味ですが、この場合は「会社を操縦する人」という意味合いですね。

何と語ったかというと、
it would adopt a new price system to spread the concentration of visitors and ease congestion. で「同社は新価格体系を導入する、来場者の集中を分散し、混雑を緩和するために」です。
adopt は「～を養子にとる、～を採用する、選定する、導入する」と言う意味があります。
例：adopt a communique「声明を採択する」
to spread the concentration of visitors and ease congestion で「来場者の集中を分散し、混雑を緩和するために」です。
spread は「広げる」です。
concentration of visitors で「来場者の集中」を広げるとなります。
ease congestion で「混雑を緩和する」です。
ease イーズは「～を和らげる」と言う意味の動詞です。
例：ease pain「痛みを和らげる」
congestion は「混雑、渋滞、密集、詰まり」です。
例：congestion of the nose「鼻づまり」、traffic congestion「交通渋滞」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
