Missing: A tiny island off Hokkaido. で「行方不明：北海道沖の小島」となります。
Missing は「行方不明」という意味です。よく行方不明者を探すための張り紙などで使われますね。
A tiny island off Hokkaido で「北海道沖の小さな島」です。
tiny [タ]イニィは「ちっちゃな、ほんのわずかな」という意味の形容詞です。
off Hokkaido で「北海道沖の」という意味になります。
off ～ で「～の沖の」という意味になります。
例：off shore「沖合に、岸から離れて」

Or so authorities fear で「どうやら当局は～を懸念して」です。
Or so ～ で「どうも～らしいが」という意味合いになります。
例：or so they say「どうやらそうらしいが、どうもそうらしい」
authorities は「当局」です。
「国の対応する機関」という意味です。

prompting plans for a survey to determine if the outcrop has been washed away, は挿入句で「その岩礁が波で洗い流されてしまったかどうかを確認する調査計画を急いでおり」です。
prompt plans for ～　で「～の計画を促す、早く～するように言う」です。
prompt は「促す、刺激して駆り立てる」という意味の動詞です。
a survey to determine if ～ で「～かどうかを確認するための調査」です。
determine if ～ で「～かどうかを確認にする、判定する」です。
if the outcrop has been washed away で「その岩礁が洗い流されてしまったのかどうか」です。
outcrop は「岩礁、露頭」という意味です。

以下は、前半の fear「～を懸念する」の目的語となります。
ever so slightly shrinking the country’s territorial waters. で「ほんのわずかに日本の領海が縮小すること（を懸念して）」です。
ever so slightly でひとまとまりで「ほんのわずかに、ごくかすかに」という意味の副詞句となります。
例：That building is tilted ever so slightly.「その建物はほんのわずかに傾いている」
shrink the country’s territorial waters で「日本の領海を縮める」です。
shrink シュリンクは「縮める、縮小させる」です。
例：shrinking economy 「経済の縮小」
territorial waters で「領海」という意味の言い回しです。

ちなみに関連用語で、
記事中にも出てきますが「排他的経済水域」は exclusive economic zone（EEZ）といいます。
