で「ニュージーランドの小さな島の人里離れた場所で、145頭ものゴンドウクジラが大規模な座礁によって死んだ。当局が月曜日に公表した。その座礁は土曜日の遅くにハイカーによって発見された。サウスアイランドの南岸沖30kmのスチュワート島で。」という意味になります。

Up to 145 pilot whales have died in a mass stranding で「145頭ものゴンドウクジラが大規模な座礁で死んだ」となります。
Up to 145 pilot whales が主語となります。
up to ～ は「～まで、～以内で、最大で～」という意味ですが、
今回の場合は「～もの、～にも上る」という意味になります。
数が多いことに驚いている意味合いがあります。
例：Up to 80% of Japanese「日本人の80%に上る人が」

pilot whale で「ゴンドウクジラ」となります。
記事中に出てくるクジラの種類をまとめておきましょう。

strand ストゥランドゥ は「座礁する」という意味の動詞（verb）です。
この場合は、クジラが浜に打ち上げられてしまうことです。
同じような意味では be beached で「（浜に）打ち上げられる」という言い方もあります。

remote は「遠い、人里離れた、辺鄙な」という意味の形容詞（adjective）です。

主に警察や軍・行政機関を指します。

off ～ で「～から離れた、～沖の」となります。

記事によると145頭のうち約半数はすでに死んでおり、残りも救助する手立てがないために安楽死させる（euthanise）とのことです。
