で「今回の部分的な政府機関の営業停止は、アメリカ史上で最長の閉鎖となった。金曜日の0時を時計が回った瞬間に。ドナルドトランプ大統領と神経が高ぶった共和党員たちがゴタゴタの解決を急ぐ中で。」という意味になります。

The partial government shutdown で「部分的な政府の営業停止」です。
アメリカで国境の壁の建設を巡って予算案が決められず、一部の政府機関が営業ストップしてしまった問題です。
partial パーシャォは「部分的な、一部の」という意味の形容詞（adjective）です。
例：partial amendment「一部改正」

became the longest closure in U.S. history で「アメリカ史上で最も長い閉鎖となった」です。
the longest closure で「もっとも長期の閉鎖」です。
closure は「閉鎖、封鎖」です。
例：closure of a factory「工場の閉鎖」

at when the clock ticked past midnight Friday で「金曜日の0時を時計の針が回った瞬間に」です。
at when ～ は、at the moment when ～ の省略形と考えます。
clock ticked past ～ で「時計の針が～を過ぎる」です。
tick はtick tuck の tick で時計が「カチカチ」いう音からできた動詞です。

as ～ は「～する中で」という意味の同時進行の意味の接続詞（conjunction）となります。

President Donald Trump and nervous Republicans までが主語で「ドナルドトランプ大統領と緊張した共和党員たち」です.
Republican は「共和党員」という意味の名詞（noun）です。
アメリカでは、Republicans「共和党」と、Democrats [デ]マクラットゥ「民主党」の二大政党制です。
トランプ大統領は、Republicans「共和党」です。

scramble to find a way out of the mess で「このゴタゴタを収める方法を必死に探している」です。
scramble to ～ で「急いで～する、～に奔走する」という意味の言い回しです。
find a way out of ～ で「～の解決策を探す」です。
out of ～ で「～から（出る）」という意味になります。
