で「新元号は選ばれた後、今年の4月1日の閣僚会議で採択される。政府は新元号を決めるために専門家たちと衆参両院の議長の意見を受ける。」という意味になります。

The new name は文脈から「新元号」です。
name of new Era のことですね。
Era イーラとは「時代、年代、～朝」です。
例：the Elizabethan era「エリザベス朝（時代）」、the Heisei Era「平成時代」

will be adopted at a Cabinet meeting April 1 this year で「今年4月1日の閣僚会議で採択される」です。
be adopted で「（法律などが）採択される、導入される、採用される」です。
名詞形は adoption「採択、採用」です。
例：adoption of the consumption tax「消費税の導入」
Cabinet meeting は「閣僚会議」という意味になります。
Cabinet は「内閣」という意味の名詞です。
例：cabinet member「閣僚」、Cabinet Office「内閣府」

after it is selected で「それが選ばれた後で」です。
it 「それ」とは the new Era name のことです。

The government will obtain opinions from ～ で「政府は～から意見を聞き入れる」です。
obtain an opinion で「意見を聞く、意見を得る」です。
例：obtain a second opinion「セカンドオピニオンを得る」

(from) experts and the heads of both chambers of the Diet で「専門家たちや衆参両議院の議長から」です。
experts は「専門家ら」という意味になります。
both chambers of the Diet は決まり文句で「衆参両議院」という意味になります。
Diet は「国会」です。
chamber は「議場、部屋」という意味ですが、この場合は「議院」という意味になります。
upper chamber で「上院（参議院）」
lower chamber で「下院（衆議院）」です。
他にも、House「衆議院（下院）」、Senate セニットゥ「参議院（上院）」という言い方もあります。

to make its decision で「その決定をするために（新元号を何にするか決めるために）」です。
