だそうです。

PV system「太陽光発電システム」（PV = photovoltaic）
fuel-cell「燃料電池」
Li-ion storage battery「リチウムイオン蓄電池」

develop ディ[ヴェ]ロップで「～を開発する」という意味の動詞です。
cross board は「交換機」です。

どんな交換機かというと、
that links three kinds of power sources で「三種類の電源を結びつける」です。
link は「～を結びつける、～をつなぐ」です。
three kinds of power sources なので「三種類の電源」となります。
power sources で「電源」です。
source ソースは「源、もと」という意味の名詞です。

It enables use of electricity generated by the Ene Farm in the house で「それはエネファームで発電された電気を家庭で使用できるようにする」です。
enable は「～を可能にする、～をできるようにする」という意味の動詞です。

at the time of a long-term power outage で「長期間の停電の時に」です。
at the time of ～ で「～の時に、～時に」という意味の言い回しです。
例：at the time of a war「戦時中に」
power outage は「停電」です。
power failure とも言えます。

store it in the battery で「それを電池にためる（こと）」です。
store は動詞は「～を貯める、蓄える、保管する、格納する」という意味になります。
store it の it は electricity generated by the Ene Farm「エネファームで発電された電気」を指しています。
