defend its effort で「努力していることを主張する」となります。
defend は裁判や話し合いなどで「弁護する、擁護する」という意味です。

its effort to be transparent with the public about ～ で「～について一般に透明であるよう努めること」です。
its effort とは「その団体の努力」です。
be transparent で「透明である、透明性を保つ」です。
with the public で「世間に、一般に、世の中に」です。

何について透明であるかというと、

wake ウェイクは「船が通った後の波、航跡」のことです。
incident は「事故、出来事」です。

an incident in which ～ で「ある出来事、その出来事の中では～」

hundreds of salmon got loose near the border of Maine and Canada. で「何百ものサーモンが逃げた、メーン州とカナダの境近くで」です。
get loose で「ゆるまる」という意味ですがこの場合は「逃げる、脱走する」という意味になります。
loose ルースは「緩い、ほどかれた」という意味の形容詞です。
