which 以降は the castle を修飾する関係代名詞節となります。
once served as ～ で「かつて～として役割を果たした」です。
serve は「～に仕える、給仕する」という意味です。
the political and cultural heart of the Ryukyu Kingdom で「政治的・文化的な中心、琉球王国の」です。
heart は「心、心臓」という意味から「（～の）中心、核心」という意味にもなります。

was destroyed in the Battle of Okinawa during World War II で「破壊された、沖縄戦で、第二次世界大戦中の」です。
the Battle of Okinawa は第二次世界大戦末期の1945年の「沖縄戦」のことですね。
沖縄諸島に上陸したアメリカ軍とイギリス軍を主体とする連合国軍と日本軍との間で行われた戦いです。

but the structures were rebuilt in 1992. で「しかし、その建築物は再建された、1992年に」です。
the structures で「その建築物（たち）」となります。
本殿以外にも門や、周囲の城郭などのことですね。
