offer は「（サービスなど）～を提供する、～を申し出る」という意味の動詞です。
a “standard applications” service で「“一般申込”サービス」です。

record-breaking attempt で「記録更新の試み」です。
attempt は「試み、企画、企て」という意味の名詞（noun）です。
promote a product or service で「製品やサービスを宣伝する」です。
promote は「～を促進する、前に進める、昇進させる」という意味ですが、この場合のように「販売を促進する、宣伝する」という意味でよく使われます。
