で「『人種や性別表明、性的指向などの保護された属性に基づき、悪意を持って人を侮辱するコンテンツを私たちはこれ以上許さない。』（Googleの）信頼・安全性担当チームのグローバルトップのマット・ハルプリン氏がオンライン投稿の中で語った。」という意味になります。

YouTubeでの新ポリシーの表明です。
脅迫の「暗示（implied）」も禁止するとのことです。

We will no longer allow content (that) ～ で「私たちはもはや～なコンテンツを許さない」です。
no longer で「もはや～しない、これ以上～ない」という意味になります。

どんなコンテンツかというと、
(that) maliciously insults someone で「悪意を持って人を侮辱する（コンテンツ）」です。
malicious マ[リ]シャスで「悪意のある、意地の悪い、悪質な」という意味の形容詞です。-ly がついて副詞になっています。
例：malicious act「悪意のある行為」
insult イン[サ]ルトゥで「侮辱する、攻撃的な言動をする、悪口を言う」という意味の動詞です。
名詞では [イ]ンサルトゥとアクセントが前に来て「侮辱、悪口」という意味になります。
例：childish insult「子供じみた悪口」、insult someone in public「人前で人をののしる」

based on protected attributes such as ～ で「～などの保護属性に基づいて」となります。
based on ～ は「～に基づいて」という意味の言い回しです。
protected attribute は「保護された属性」となりますが、
これは、人の属性のなかで攻撃してはいけない（法律で保護されている）もののことです。

例えば、
(such as) their race, gender expression, or sexual orientation, で「彼らの人種、性別の表明、性的指向など」です。
race は「人種」ですね。
gender expression は「性別の表明」です。
表明している自分のジェンダーのことです。
sexual orientation は「性的指向」です。
自分の性的な好みがどこに向いているか、という事です。
orientation は「指向、方向性、方向付け」という意味の名詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
