で「過去の公共事業や天災後の復興事業からの負債が、地方自治体に経済的に重くのしかかっている。一方では、日本人口の高齢化の中、社会保障費が増え続けている。」という意味になります。

各地方自治体の future burden rate「将来負担比率」が膨らみ続けているという事です。

Debts incurred from ～ で「～から発生した負債」です。
debt デットゥで「負債、借金」です。
incurred で「負った、被った、（費用などが）発生した」です。

(from) past public investment で「過去の公共事業（から）」
と、
and (from) reconstruction work after disasters で「天災後の復興事業（から）」
発生した借金です。

are placing heavy financial burdens on ～ で「重い金銭的負担を～にかけている」となります。
place a burden on ～ で「～に重荷を載せる」という意味の言い回しです。
今回は heavy financial burdens なので「重い財政的な負担」です。
on local governments で「地方自治体に」負担をかけているとなります。
local gavernment は municipality ミューニシパリティー、municipal government などとも言い換えられます。

while ～ 「～する中で、～する一方で」です。

social security costs are increasing で「社会保障費が増加している」です。
social security は「社会保障（制度）」という意味です。
年金 pension や、健康保険 health insurance、生活保護 welfare などのことですね。

amid the graying of Japan’s population. で「日本の人口の高齢化の真っただ中で」です。
amid ～ で「～のただ中で」という意味の前置詞です。
graying は「灰色化」から「高齢化」という意味でも使われます。
髪の毛の色からのイメージですね。
aging とも言えます。
