A large majority of Japanese believe the nation needs to create a more welcoming environment for foreign residents, but that it should remain prudent in letting more refugees into the country, a government survey has shown.
で「大多数の日本人が、国は外国人居住者にとってより心地よい環境を作る必要があると強く思っている。しかし、難民を入国させることには慎重であるべきだとも思っている。政府調査によって明らかになった。」という意味になります。

A large majority of Japanese believe (that ～) で「大多数の日本人が～だと強く思っている」という意味になります。
a large majority of ～ で「大多数の～」という意味の言い回しです。
a vast majority of ～ などという言い方もありますね。
believe は「強く思う、信じる」という意味合いです。
think よりも強い意味合いを出したい時に使えます。

the nation needs to create ～ で「国は～を作る必要がある」です。
the nation は Japan のことを指しています。country の言い換えに便利です。

create a more welcoming environment for foreign residents, で「より歓迎的な環境を作る、外国人居住者にとって」です。
create ～ environment で「～な環境を作る」という意味の表現です。
welcoming は「歓迎的な」から「心地の良い、快適な、温かい」という意味の形容詞です。

but that it should remain prudent in ～ で「しかし（だとも強く思っている）国は～に慎重であるべきだと」です。
この that は前半の believe (that) につながります。
it は the nation（Japan）のこと。
remain ～ は「（変わらずに、依然として）～のままでいる」という意味の動詞です。
例：remain calm「落ち着いたままだ」
(be) prudent in ～ で「～に慎重である」です。
prudent プ[ル]ーデントゥは「慎重な、用心深い」という意味の形容詞（adjective）です。

何に慎重であるべきかというと、
(prudent in) letting more refugees into the country で「より多くの難民を国に入れる」ことにです。
let ～ … で「～を…にしておく、～させる」で、許可や自由にさせる意味合いの言い回しです。
例：let light into eye「光を目の中に入れる」
refugee リフュ[ジ]ーは難民という意味の名詞です。
例：refugee camp「難民キャンプ」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
