で「富士山を背景にして開催され、幅広い種類の飛行機、大砲、戦車やヘリコプターが。目標めがけて砲撃した。シナリオは、敵軍に占領されたある島を奪還するというものだ。その演習は陸上自衛隊によって毎年上演される最も大きなイベントである。」という意味になります。

Held against the backdrop of Mt Fuji, で「富士山をバックに開催されて」という意味です。
過去分詞を使った分詞構文です。
held は hold「イベントなどを開催する、開く」の過去分詞形です。
例：hold a celebration party「祝賀パーティーを開く」
against the backdrop of ～ で「～を背景にして」という意味の言い回しです。
backdrop はもとは演劇用語で「（劇場舞台の）背景幕」です。
against ～ は「～に対して、背景に」という意味の前置詞です。

a wide array of aircraft, artillery, tanks and helicopters で「幅広い種類の飛行機、大砲、戦車、ヘリコプターが」です。
a wide array of ～ で「幅広い（種類の）～」です。
an array of ～ で「一連の、数々の」です。
array とは「列、隊列」です。
軍事用語がたくさん出てきますね。
artillery アー[ティ]レリィは「大砲、砲兵隊」です。
例：artillery unit「砲兵部隊」、artillery range「大砲の射程」
tank は「戦車」です。

fired on targets で「目標めがけて発砲した」です。
fire は「発砲する、砲撃する」です。
fire on ～ で「～めがけて砲撃する」となります。

The scenario was ～ で「（その演習の）シナリオは～だった」です。
予行練習ですので、仮想のシナリオがあるのですね。
to retake an island that had been captured by enemy forces. で「島を奪い返すこと、敵軍によって占領された（島を）」です。
retake リテイクで「～を取り返す」です。
an island (that) ～ で「～な島」です。
どんな島かというと、
had been captured by enemy forces で「占拠されてしまっていた（島）、敵軍によって」
capture キャプチャーは「勝ち取る、占拠する、捕獲する」という意味の動詞です。
例：capture ～ alive「～を生け捕りにする」

The exercises are the biggest event で「その演習は最も大きなイベントだ」です。
exercise はこの場合は「（軍事）演習（military exercise）」のことです。

staged by the Ground Self-Defense Forces で「陸上自衛隊によって上演される」です。
staged by ～ で「～を上演する」です。
この軍事演習は一般の観客を招いているので stage（上演）となるわけですね。
the Ground Self-Defense Forces で「陸上自衛隊」となります。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
