で「彼は、骨の折れる理性の階段ではなく、狙いのその目標へ飛びこんでいく道を取った。彼のその向こう見ずな精神がそのまま彼の目標を表していた。それは世界中で彼だけのために存在するその人だった。この祭壇になら、彼は献身のランプに火を灯し、永遠に燃やし続けてもいいと思った。」という意味になります。

男がある女に出会って恋に落ちる瞬間の描写となります。

He came by a leap to the goal of purpose, で「彼は、狙いのその目標への跳躍という方法を取った」です。
come by ～ は「～に立ち寄る、～で来る」という意味もありますが、
この場合は「～という方法を取る、～という道を選ぶ」という意味合いです。
ここでは、女性へのアプローチ方法のことを言っています。
例：come by a shortcut「手っ取り早い方法を取る」

not (came) by the toilsome steps of reason. で「骨の折れる理性の階段ではなく」です。
理性的に段階を経てアプローチするのではなく、一気に飛び込む方法を取ったという事ですね。
toilsome steps で「骨の折れる階段」です。
steps of reason の reason は、この場合は「理性、分別、道理」という意味の名詞です。
toilsome は「骨の折れる、つらい」という意味の形容詞です。
toil で「あくせく働く、骨折り仕事」という意味です。

On the instant his headlong spirit declared his purpose: で「直ちに、彼の向こう見ずな精神は、宣言していた、彼の目的を」です。
on the instant は「直ちに、すぐに、即ち」です。
his headlong spirit で「彼の向こう見ずな心」です。
headlong で「向こう見ずな、大急ぎな、真っ逆さまの」という意味の形容詞です。
例：headlong drive「無謀な運転」、headlong fall「真っ逆さまの墜落」
declared his purpose で「彼の目的を示していた」です。
declare は「～を宣言する」から「～を表す、示す」という意味です。

his purpose とはすなわち、
this was the one being for him in all the world で「これは～だった、その人、彼のためにいる、世界の中で」です。
the one は「その者、その物」という意味です。
ここでは、相手の女性のことを示しています。
(the one) being for him で「彼のために存在している（その一人の人）」です。
in all the world で「この世界中で」

at this altar he would light a lamp of devotion で「その祭壇に、彼は献身のランプに火を灯すだろう」です。
altar オゥターは「祭壇」です。
ここでは相手の女性を比喩的に表しています。
light a lamp で「ランプに火を灯す」です。
light はこの場合は動詞で「～に火を灯す」となります。
lamp of devotion で「献身のランプ」です。
devotion は「献身、身をささげること」です。
動詞形は devote ディ[ヴォ]ウトゥ「～に身をささげる、専念させる」です。

and keep it burning forever. で「そしてそれを燃え続けさせる、永遠に」です。
keep it burning で「それを燃え続けさせる、燃やし続ける」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
