で「同社は、地上に直接インターネットサービスを発信する目的で、3,200機以上もの人工衛星を軌道に乗せるための政府承認を得た。アマゾンによると人工衛星によって、ネットがつながらない地球上の地域にもインターネットサービスを提供できるという。」という意味になります。

The company received government approval で「その会社は政府の承認を受けた」です。
the company とは Amazon のこと。
government approval で「政府承認、政府の認可」です。
approval アプ[ル]ーヴァォで「承認、認可」という意味の名詞です。
動詞形は approve アプ[ル]ーヴ「～を承認する、～を良いと認める」です。

何をする承認かというと、
(approval) to put more than 3,200 satellites into orbit で「3200機以上の人工衛星を軌道に乗せる（承認）」です。
(put ～) into orbit で「～を周回軌道に乗せる」という意味の言い回しになります。
例：go into orbit「軌道に乗る、成功する」、launch a satellite into orbit「人工衛星を軌道上に打ち上げる」

with the goal of ～ で「～という目的で」です。
ここでの goal は「目的、目標」です。

(with the goal of) beaming internet service to earth. で「地上にインターネットサービスを直接発信する」です。
beam は「ビームを照射する」という意味合いで「～を（直線的に）発信する」という意味です。
ちなみに beam は「（輝くような）笑顔になる、晴れやかな顔をする」という意味でもよく使われるので覚えておきましょう。
例：beaming face「陽気な笑顔」、He beamed at me.「彼は私に笑いかけた」

Amazon said (that) ～「アマゾンは～と言った、アマゾンによると～だ」です。

the satellites could provide internet で「それらの人工衛星はインターネットを供給できる」です。
to parts of the world that don’t have it. で「ネットを持っていない世界の地域に」です。
ネットがつながらない世界の場所にもインターネットサービスを供給できるという事です。
