で「集団免疫という論点が最近さらに多くの耳目を集めている。その論点というのは、厳密にいえば、想定よりも早く集団免疫を獲得し、ひいては新型コロナウイルスに対する抵抗力が想定よりも高い都市や地域があるのかどうかという事だ。」という意味になります。

The question of herd immunity has been attracting more attention lately. で「集団免疫という論点がさらに注目を集めている、最近」が本文になります。
— で囲まれた文は、the question「その論点」を説明している挿入文となります。

まずは本文から説明します。
The question of herd immunity で「集団免疫という論点」です。
question は「質問」という意味でおなじみですが、今回のように「（検討すべき）問題、論点、課題、案件」という意味でも使われます。
herd immunity で「集団免疫」です。
herd は「（牛などの大型の動物の）群れ、群衆」という意味の名詞です。
例：herd mentality「群集心理」
immunity は「免疫」という意味の名詞です。
形容詞形は immune イミューン「免疫の」です。
例：immune system「免疫系」

has been attracting more attention lately. で「ここのところ、さらに注目を集めつつある」です。
attract attention で「注目を集める、注目を浴びる」という意味のコロケーションになります。
has been ～ing で現在完了進行形なので「～しつつある」となります。

挿入文の説明になります。
— specifically, whether ～ で「厳密に言うと、～かどうか（という論点）」です。
the question「論点」を厳密に言い換えています。
specifically は「厳密に言うと、具体的には、はっきりいうと」という意味の副詞です。
namely や technically speaking などとも言えます。
厳密に言うと、どんなことかというと
(whether) some cities and regions are acquiring it sooner than expected で「都市や地域の中には～なものもある（のかどうか）、集団免疫を獲得しつつある、想定よりも早く」です。
acquire it の it は herd immunity「集団免疫」を指しています。
sooner than expected で「思っていたよりも早く」という意味の言い回しです。
expect は「～を期待する、～を予期する」という意味の動詞です。

and thus ～「ひいては～、ということは～」
have higher than expected protection against COVID-19 で「想定よりも高い抵抗力を持っている、コロナウイルスに対して」です。
主語は some cities and regions に繋がっています。
higher than expected で「想定よりも高い」ですね。
protection against ～ で「～に対する抵抗力、防御力」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
