one of 10 で「10の内の一つ」です。
10 currently active で「現在稼働中の10個（のアプリ）」となります。
in states around the U.S. で「全米の各州で」となります。
state は「（アメリカの）州」です。
around the U.S. で「全米の」となります。
around the world「全世界で」と同類の表現です。

decentralized は「分散型の」という意味の形容詞です。
de-（否定）＋ centralized「中央集権的な、集中型の」です。

while also ～ing「～する一方で～する、～同時に～する」という意味になります。

プライバシーを抑えつつ、
(while also) giving health authorities a potentially powerful new tool で「保健当局に潜在的に効果的な新たなツールを与える」です。
health authorities は「保健当局」となります。
authorities は行政機関を表しますので、日本では保健所に当たります。
a potentially powerful new tool なので「将来的に効果が見込める新ツール」です。
to clamp down on outbreaks of the virus. で「ウイルスの大発生を取り締まるための」です。
clamp down on ～ で「～を取り締まる、～を弾圧する」という意味の句動詞です。
clamp は名詞では「（物を挟む）やっとこ、鉗子」です。
動詞では「物をしっかり締める、挟んで固定する」という意味になります。
例：clamp down on terrorism「テロを取り締まる」
