アメリカの脚本家マイケル・ストラジンスキーの言葉です。

People spend too much time finding other people to blame, too much energy finding excuses for not being what they are capable of being, and not enough energy putting themselves on the line, growing out of the past, and getting on with their lives.

で「人は、だれか非難できる人を探すのに多くの時間を使いすぎる。また自分がなれるものにものになれないことへの言い訳をあれこれ探すのに多くの労力を費やす。そして、自分がリスクを取って挑戦すること、過去から脱却すること、挫けずに生きていくことのためにはあまりエネルギーを使おうとしない。」という意味になります。

People spend too much time finding other people to blame で「人は、多くの時間を使いすぎる、誰か他の人を探すのに、責任を負わせる（ための人を）」です。
spend time ～ing で「～して時を過ごす、時間を費やす」という意味になります。
other people to blame で「誰か自分以外の人、責任を負わせるための」です。
blame は「～のせいにする、～に責を負わす、～を非難する」です。
例：Don’t blame me.「私のせいにしないで。わたしを責めないで。」

(spend) too much energy finding excuses for ～ で「そして多くのエネルギーを使いすぎる、～の言い訳を探すのに」です。
excuses for ～ で「～のあれこれとした言い訳」です。
何の言い訳かというと、
(for) not being what they are capable of being で「自分が～になっていないこと、自分のがなれるものに」です。
what they are capable of being は「本来あるべき自分、頑張れば到達できる良い状態の自分」ということです。
「俺はまだ本気出してないだけ」というcomicがありますがまさにそんな状況ですね。

and (spend) not enough energy ～ing で「なのに～するのには十分に労力を費やさない」です。

putting themselves on the line で「自分自身を危険にさらす」です。
put ～ on the line は「～を危険にさらす」という意味のイディオム。
この line は戦場の「前線（frontline）」のことです。
自分を最前線に立たせて「果敢に立ち向かう、挑戦する、率先して取り組む」という意味合いです。
例：They put their lives on the line.「彼らは自分たちの命を懸けて挑戦した」

growing out of the past, で「過去から脱却して成長する」です。
grow out of ～ はここでは「～から出て成長する、脱皮する、（悪癖など）～を卒業する」です。
例：grow out of diapers「おむつを卒業する、おむつが取れる」

and getting on with their lives. で「そして、くよくよせずに人生を前向きに生きる」です。
get on with one’s life で「人生を前向きに生きる」という意味の慣用句です。
get on with ～ で「～とうまくやっていく」という意味です。
get on good terms with ～「～と仲良くやる」なども派生の表現パターンとして覚えておきましょう。
例：get on with each other「お互いにうまくやっていく」、You should get on good terms with your seniors.「先輩と上手に付き合っていくべきだ」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

too much energy
～するのにエネルギーを使いすぎる

finding excuses for
～のための言い訳を探すのに

～なものになれないこと（への言い訳）

putting themselves on the line,
リスクを取って前に出て挑戦すること

growing out of the past,
過去から脱却して成長すること

and getting on with their lives.
