で「」という意味になります。

I conceive that ～ で「私は～だと考える」です。
conceive は「心に描く、心に考えを抱く、思いつく、受胎する」という意味の動詞です。
名詞形は concept で「構想、概念、考え」です。
例：conceive a plot「プロットを考える、陰謀をたくらむ」
形容詞形 conceivable「考えられる、あり得る」もよく使われるので覚えておきましょう。
例：the best way conceivable「（考え得る中で）最善策」

the great part of the miseries of mankind で「人間の悲惨さの大部分」です。
the great part of ～ で「～の大部分」という意味になります。
「偉大なところ」という意味ではないので注意しましょう。
great には「偉大な、素晴らしい」という意味以外にも、単に「大きい」という意味もあります。
misery は「悲惨さ、貧困、不幸の原因」です。

are brought upon them by ～ で「～によって、彼らの上にもたらされる」です。
be brought by ～ で「～によってもたらされる」という意味の言い回しです。
upon them の them は mankind「人間」のことを指しています。

false estimates (that) they have made で「誤った見積もり、彼らが見積もった」です。
estimate [エ]スティミトゥは「見積もり、目算」です。
make an estimate で「見積もりをする」という意味になります。
they も同じく mankind を指しています。

なにの見積もりかというと、
(estimates) of the value of things. で「物事の価値の（見積もり）」です。
things はここでは「物」だけではなく「事」も含んで「物事、事物」という意味です。

本当に価値のあるものを「無価値」と評価してしまったり、価値のないもの大事にしてしまったりすることが、人間にとっての最大の不幸の原因だという事ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
