When the British government last Wednesday provisionally authorized the vaccine’s use,「イギリス政府が水曜日に暫定的にそのワクチンの使用を認可した時」です。
provisionally authorized ～ で「暫定的に～を認可した」となります。
provisional で「暫定的な、仮の、臨時の」です。
例：provisional budget「暫定予算」
authorize は「～を認める、～を許可する、認可する、権限を与える」となります。
例：authorized dealer「正規ディーラー、認定販売店」
the vaccine’s use で「そのワクチンの使用」です。
use はここでは名詞なので発音は ユース となります。

it set in motion a logistical test で「同政府は、物流テストを開始した」です。
set in motion ～ で「～を開始する、～を始動する、実行に移す」です。
(be) in motion で「活動中の、動いている」という意味なので、
動いている状態に ～ を set する、と考えるとしっくりきます。
例：set a project in motion「プロジェクトを実行に移す」

(that) will define the next stage of ～ で「（それは）～の次の段階を決定付けるものとなるだろう」です。
define は「～を定義する」ですが、ここでは「～を決定付ける、～の決め手となる」という意味合いです。
例：define the future「将来を決定付ける」

how the world tackles the coronavirus pandemic で「世界がどのようにコロナウイルス大流行と取り組むか」です。
tackle ～ は「～にタックルする」という意味から「～と取り組む、～に対処する」です。
deal with ～ や grapple with ～ などとも言えます。

:（コロン）は「つまり、すなわち」という意味となり、
the delivery of the vaccines. で「ワクチンの配給（という問題）」です。
delivery は「配達」という意味もありますが、ここでは「行き渡らせること、配信、配給」という意味合いになります。
ワクチンをどうやって国民全員に行き渡らせるか、という事です。
例：delivery of subsidies「補助金の交付」
