Members of the public in Japan で「日本に住む（いる）国民」です。
members of the public で「国民、大衆、公民」という意味の言い回しになります。
the people of Japan とも言えます。

will be given a dose of vaccine against the novel coronavirus for free, で「ワクチン投与を与えられる、新型コロナウイルスに対する、無料で」です。
a dose of ～ で「～の一服」という意味になります。
dose は「（薬などを）一口飲むこと、一服」という意味の名詞です。
例：give a lethal dose of morphine「致死量のモルヒネを投与する」
vaccine ヴァク[スィ]ーンは「ワクチン」です。発音に注意しましょう
vaccine against ～ なので「～に対抗するためのワクチン」となります。
against は「～に対抗する、～に反する、～に逆らって」という意味の前置詞です。
the novel coronavirus で「新型コロナウイルス」です。
novel は「小説」という意味もありますが、ここでは「新種の、新型の」という意味の形容詞です。
例：novel drug「新薬」

according to ～「～によると」

a health ministry policy approved Friday by its advisory panel, で「厚労省の政策（によると）、金曜日に承認された、諮問委員会によって」です。
health ministry は「厚生省、保健省」という意味合いです。
日本では「厚生労働省」にあたります。
advisory panel は「諮問委員会、審議会」という意味です。学者などが加盟して提言を行う委員会です。
panel はここでは「委員会、陪審団」という意味になります。
例：panel of experts「専門家パネル、専門家委員会」

in a bid to curb serious and fatal cases of infection. で「深刻かつ死に至る感染の症例を食い止める目的で」となります。
in a bid to ～ は「～する目的で、～することを目指して」という意味の言い回しになります。
in order to ～ とも言い換えられます。
curb はもともと「縁石」という意味です。
そこから「～を食い止める、～を阻止する、歯止めをかける」という意味になります。
例：curb expenses「経費を抑える」
これ以上の進行や増加を抑えるというイメージです。
serious and fatal cases of infection で「深刻で死に至る、感染症の症例」です。
serious は「まじめな」という意味もありますが、ここでは「（病気などが）深刻な、重大な」という意味の形容詞です。
fatal フェイタォは「命取りの、致命的な、死に至る」です。
例：fatal accident「死亡事故」
