で「そしてその後、私たちはそれら医療関係者たちと軍隊とを組ませる必要があります。軍隊の迅速な移動、補給路の確保、地域の保全などの能力を生かすのです。」という意味になります。

we need to ～ で「私たちは～する必要がある」
pair those medical people with the military, で「それらの医療従事者たちと、軍隊とを組ませる」です。
pair ～ with … で「～と…を組ませる」です。
those medical people で「それらの医療関係者たち」です。
前述された、
lots of people who’ve got the training and background who are ready to go, with the expertise のことですね。
the military で「軍、軍隊」です。

taking advantage of ～ で「～を生かしながら」です。
take advantage of ～ は「～を生かす、～をうまく活用する」です。
この表現は、いい意味でも悪い意味でも使え、悪い意味の時は「～を悪用する、～に付け込む」と言った意味になります。
例：take advantage of a change「変化に乗ずる」、She was taken advantage of by ～「彼女は～に利用された」

the military’s ability to ～ で「軍隊の～する能力」です。

どんな能力かというと、
(ability to) move fast, do logistics and secure areas. で「速く動く、物流をやる、地域を確保する（能力）」です。
move fast で「速く動く、迅速に移動する」です。
fast はここでは副詞で「速く」です。fastly とはならないので注意しましょう。
do logistics で「物流網を敷く、補給路を確保する」です。
logistics はビジネスでは「物流」ですが、軍隊用語では「兵站、後方支援」です。
物資の配給や整備、兵員の展開や衛生、施設の構築や維持 などが含まれます。
secure areas で「地域を保全する」です。
secure ～ で「～を確保する、～の安全を確かなものとする、～を保全する、～を守る」です。
例：secure a clear airway「気道を確保する」、secure a country「国を守る、治安を確保する」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
