Where globalization means, as it so often does, that the rich and powerful now have new means to further enrich and empower themselves at the cost of the poorer and weaker, we have a responsibility to protest in the name of universal freedom.

Where globalization means, as it so often does, that the rich and powerful now have new means to further enrich and empower themselves at the cost of the poorer and weaker, we have a responsibility to protest in the name of universal freedom.
で「よくあることだが、もしグローバル化というものが、貧乏人や弱者を犠牲にして、金持ちや権力者たちがさらに自分たちの富や権力を高める新たな手段を持ったということを意味するのであれば、我々は、万人の自由の名のもとにおいて戦う義務がある。」という意味になります。

Where ～ はここでは if ～ や when ～ と同じで「～するならば」という条件文のような用法です。
where ～ で「～する場所においては、～するような世の中なら」という意味合いです。
例：Where ignorance is bliss, ‘tis folly to be wise.「無知が幸せなら、知ることは愚かである。」
（※ ‘tis は it is の略）

globalization means that ～ で「グローバル化というものが～ということを意味する（のならば）」です。
globalization は「グローバル化、グローバリゼーション」です。
グローバル化とは、交通や通信網の発達・インターネットなどのおかげで、昔よりも世界が小さく感じられる現象です。
旧来の国家や地域などの境界を越えて、いろいろな枠組みが「世界」規模になることです。
例えば、国同士の関税を低くするTPP（環太平洋パートナーシップ）などもグローバル化の一つといえます。
例：be left behind in the wave of globalization「グローバル化の波に取り残される」

as it so often does, は挿入句的に「それはよくあることながら」です。
実際にグローバル化は～を意味することがよくあるんだが、、、という意味合いです。

グローバル化が何を意味するかというと、
the rich and powerful now have new means to ～ で「金持ちや権力者が新しい～するための手段を持つことになる（ということを意味するならば）」です。
the rich と the powerful はそれぞれ「金持ち」「権力者」という意味です。
the ＋ 形容詞 の形で「～な者達」という意味が作れます。
例：the young「若者」
削除: 「人々」という意味にもかかわらず、この形の場合は代名詞 it で受けるので注意しましょう。
こちらの mean は名詞で「手段」という意味になります。
now have new means to ～ で「今や～するための新たな手段を得る」となります。
何をするための手段かというと、
(means to) further enrich and empower themselves で「さらに自分たちを富ませ力を与える（ための手段）」です。

at the cost of the poorer and weaker, で「貧しい人や弱い人を犠牲にして」です。
at the cost of ～ で「～を犠牲にして、～という代償を払って」という意味の言い回しです。
同じ意味で、at the expense of ～ とも言えます。
例：at the expense of one’s family「自分の家族を犠牲にして」
the poorer と the weaker はそれぞれ「（自分たちよりも）貧しい者、弱き者」です。

～ならば、
we have a responsibility to protest で「我々には抗議の声を上げる責任がある」です。
have a responsibility で「責任を持つ、責任がある」です。
protest は「抗議する、反対の声を上げる、対抗する」です。
例：protester「抗議する人、デモ参加者」
in the name of universal freedom. で「普遍的な自由の名において」です。
in the name of ～ で「～の名において、～の名のもとに、～のために」です。
under the name of ～ とも言えます。
universal freedom は「普遍的な自由、万人の自由、だれもが持つ自由」です。
universal は「普遍的な、常に変わらない、だれにでも共通する、どこにでもある、共通の」という意味の形容詞です。
例：universal belief「すべてに共通する考え」、universal care「国民皆保険」、universal gravitation「万有引力」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
