で「イギリス保健当局者たちが警告するところによると、同国内で先月初めて見つかった新型コロナウイルスの変異種は、思った以上に致死率が高く、また感染力が強い可能性があるとのことだ。そのことは、世界的なワクチン接種レースを激化させている。」という意味になります。

British public-health officials warned (that) ～ で「イギリス保健当局者たちが～だと警告した」です。
a public-health official で「保健当局者」です。
public-health で「公衆衛生の」という意味の形容詞です。
official はここでは名詞で「当局者、職員、～官」という意味になります。
warn はウォーンで「～と警告する、警鐘を鳴らす」です。

なんといって警鐘を鳴らしたかというと、
(that) the new coronavirus variant first identified in the country last month could be significantly more lethal で「同国内で先月初めて見つかった新型コロナウイルスの変異種は、思った以上に致死率が高いかもしれない」です。
the new coronavirus variant first identified in the country last month　が主語となります。
the new coronavirus variant で「新型コロナウイルスの変異種」です。
variant [ヴェ]ァリアントゥで「変異種、変異形」という意味の名詞です。
var- は「変化の」という意味の接頭辞で、
動詞形は vary ヴェアリィで「変わる、変化する、異なる」です。
first identified in the country last month は、上記を後ろから修飾し「同国内で先月初めて確認された（その変異種）」です。
first identified で「初めて確認された」です。
副詞「初めて、最初に」はそのまま first です。firstly とはならないので注意しましょう。
firstly だと「まず最初に、第一に」という意味になってしまいます。
in the country は「その国の中で」です。イギリスのことを指しています。
last month は「先月」という意味の副詞句です。
could be significantly more lethal で「（思ったより）すごく致死率が高いかもしれない」です。
significantly スィグ[ニ]フィカントゥリィで「著しく、重大に、大いに」という意味の副詞（adverb）です。
lethal は「致死率の高い、命取りの」という意味の名詞です。
例：lethal weapon「凶器、殺傷兵器」
記事中では、言い換えで more deadly「より致死率が高い」も使われています。
as well as more contagious, で「また同時に、より感染力が高い」です。
as well as ～ は「同時に～も、同じく～も」という意味で何かを付け足したいときの言い回しです。
例：play tennis as well as table tennis「テニスも卓球もやる」
contagious は「接触感染性の、感染しやすい」という意味の形容詞です。

raising the stakes in the global vaccination race. で「（そのことは）世界的ワクチン供給レースを激化させている」です。
分詞構文で「（同時にそのことは）～している」といった意味合いです。
raise the stakes in ～ は「～の掛け金を引き上げる、賞金を上げる」という意味から、
「～の競争をより激しくさせる、勝負を熱くさせる」という意味です。
ここでの stakes は「賞金、掛け金の総額」です。
vaccination は vaccine ヴァク[スィ]ーン「ワクチン」の名詞形です。発音に注意しましょう。
