で「オリンピック組織委員会にとって、その（聖火）リレーは極めて重要な機会となるだろう。同委員会がオリンピックを安全に開催できる能力があることを日本の国民に確信させるための。このパンデミックという状況であるにもかかわらず、15,000人以上のアスリートたちの参加が見込まれる中で。」という意味になります。

The relay will be a crucial opportunity for ～ で「そのリレーは、きわめて重要な機会となるだろう、～にとって」です。
the relay とは記事の流れから東京オリンピックの聖火リレーのことだとわかります。
crucial ク[ル]ーシャォは先週も出てきましたが「きわめて重要な、命運を左右する」という意味の形容詞です。
語源は cross「十字架」からです。

for the organizing committee で「組織委員会にとって」です。
the organizing committee はオリンピック組織委員会のことです。
organize [オ]ーガナイズで「～を組織する、編成する、まとめ役をする」という意味の動詞です。

to convince people in Japan (that) ～ で「日本国民に～だと確信させるために」です。
convince ～ … で「～に…だと確信させる、～だと納得させる、説得する」という意味の言い回しです。
例：convince one’s parents to allow the marriage「結婚を許してくれるように両親を説得する」
people in Japan で「日本の人々、日本国民」です。

何を納得させるかというと、
(that) it is capable of safely staging the games, で「その組織委員会が、～する能力があることを、安全にオリンピックを開催する」です。
it は the organizing committee を指しています。
be capable of ～ で「～をする能力がある、～できる」という意味の言い回しです。
of ～ のあとには名詞が続きます。
safely staging the games で「安全にオリンピックを開催すること」です。
stage は動詞では「（イベントなどを）上演する、開催する、主催する」という意味になります。
the games は文脈からオリンピック・パラリンピック大会を指しています。

expected to ～ で「～することが見込まれる中で」という意味の分詞構文です。
受動態（過去分詞形）で始まる分詞構文は、being が省略された形です。
本来の形に直すと、being expected to ～ となります。

involve over 15,000 athletes, even during the pandemic. で「1万5000人以上のアスリートたちを巻き込む、このパンデミックのなかでも」です。
