で「『日本は2030年と2050年に向けて絶え間ない努力を続けるだろう。』と彼は語った。『世界規模の脱炭素は、一国だけの努力で成し遂げられるものではない。それは全世界のコミュニティーが一つに団結することを必要とする問題だ。』」という意味になります。

2021年4月22～23日に開かれた Leaders Summit on Climate（気候サミット）での菅首相の言葉です。

Japan will continue its unceasing efforts toward 2030 and 2050, で「日本は～を続けるだろう、そのたゆまぬ努力を、2030年と2050年に向けての」です。
unceasing effort で「絶え間ない努力、たゆまぬ努力」という意味になります。
unceasing アン[スィ]ースィングで「絶え間ない、切れ間のない」です。
un-（否定）＋ cease（停止する、やむ、止まる）で、「止まらない」となります。
日本は2050年までにカーボンエミッションをゼロに、
2030年までに2013年度比で46％削減を目指しています。

Global decarbonization is something that ～ で「世界規模の脱炭素は、～なものである」です。
decarbonization で「脱炭素、化石燃料からの脱却」という意味です。
ディカーボナイ[ゼ]イションまたは、ディカーボニ[ゼ]イションと発音します。
carbon は厳密には「炭素」ですが、環境分野の文脈では主に「二酸化炭素（carbon dioxide）」を指します。
例：
carbon neutral「カーボンニュートラルな」※人間が排出する二酸化炭素の量を植物の二酸化炭素吸収量などと相殺し、ゼロになっている状態
carbon footprint「二酸化炭素排出量」

どんなものなのかというと、
(that) cannot be achieved by the efforts of one country alone. で「成し遂げられない（もの）、一国だけの努力では」です。
be achieved で「成し遂げらる、達成される」です。
achieve アチーヴで「～を達成する、成し遂げる」という意味の動詞です。
the efforts of one country で「一つの国の努力」です。
effort は可算名詞になりますので注意しましょう。
例：a desperate effort「必死の努力」
alone は副詞で「単独で、孤立して」という意味になります。

It is a challenge that ～ で「それは～な課題だ」です。

どんな課題（a challenge）かというと、
(that) requires で「～を必要とする（課題）」
the whole international community being united as one. で「国際コミュニティー全体が一つに団結することを」です。
the whole international community で「国際社会（コミュニティー）全体」です。
whole は「全体の、丸々の、欠けたところのない」という意味の形容詞です。
being united as one で「一つに団結する」です。
united は「団結した、連結した」という意味の形容詞です。
the United States「合衆国」でおなじみです。
国際社会全体が一つに団結すること（being united as one）が、求められる、ということです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

日本は～を続けるだろう

その絶え間ない努力を

2030年と2050年に向けての
