で「約5年ぶりに開かれた一月の朝鮮労働党会議で、キムは、自国の核保有量を増大させることと、アメリカ本土まで到達できる改良型の弾道ミサイルを作り上げることを誓った。」という意味になります。

At the congress of the Workers’ Party of Korea in January, で「一月の朝鮮労働党会議で」となります。
congress は「会議、総会、大会、国会」という意味の名詞です。
congressman で「議員」となります。
the Workers’ Party of Korea は固有名詞で「朝鮮労働党」となります。

held for the first time in nearly five years, の部分は補足情報の挿入で「（その会議は）5年ぶりに開かれた」となります。
held は hold の過去分詞形で「開かれた、開催された」です。
for the first time in ～ で「～ぶりに」となり、とてもよく使われる言い回しです。

Kim pledged to ～ で「キムは～すると誓った」です。
pledge プレッジは「誓う、宣誓する」という意味の動詞です。
何をすると誓ったというと
to strengthen his country’s nuclear arsenal で「彼の国の核保有量を増強すると」
strengthen で「～を強化する、増強する」です。
比較的長い語ですが、シラブル（音節）は一個となります。
arsenal は「武器庫」という意味から、「武器の貯蔵量、備蓄量」という意味になります。

and ～「また～」
build an improved intercontinental ballistic missile で「改良された大陸間弾道ミサイルを作り上げると」です。
build は「（建造物を）建てる」という意味でおなじみですが、「（材料を合わせて）製品を組み立てる、作り上げる、製造する」という意味でも使えます。
例：build a plane「飛行機を製造する」
intercontinental ballistic missile はよくICBMと略される「大陸間弾道ミサイル」です。
intercontinental は「大陸間の」です。
inter-（～をまたがった、相互の）＋ continent「大陸の」

その改良された大陸間弾道ミサイルは、
(that) could reach the continental United States. で「アメリカ本土まで到達できる（ミサイル）」です。
the continental United States は「アメリカ本土」です。
ハワイやグアムなどに対して、大陸内にあるアメリカ領域（mainland）を指します。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
