The roughly 1,000 residents of Lytton で「リットン村のおよそ1000人の住人達」が主語となります。
Lytton はカナダのブリティッシュコロンビア州にある村です。
roughly は「およそ、だいたい」です。
some や about, nearly などと同じような意味です。

had to abandon their homes で「自分たちの自宅を見捨てて去らねばならなかった」です。
abandon ア[バ]ンダンは「～を捨てて去る、見捨てる、遺棄する、置き去りにする」です。

with just a few minutes notice で「ほんの数分の事前通知で」です。
with ～ notice で「～の事前通知で」という意味の言い回しです。
～ には時間を表す形容詞が入ります。
例：with 3-day’s notice「3日前までの通告」、with long-term notice「妥当な期間を置いた事前通知で」

Wednesday evening で「水曜日の晩に」です。

after suffering で「被った後で、苦しんだ後で」です。

the previous day　は「その前日に」という意味で、副詞的に使われています。

suffer under ～ で「～のもとで苦しむ」で、その間に、上記の the previous day という副詞が挿入された形になっています。

（suffer under） a record high of 121.2 Fahrenheit (49.6 Celsius). で「華氏121.2度（摂氏49.6度）という過去最高の記録的猛暑の元で苦しむ」です。
Fahrenheit と Celsius は気温・温度の単位になります。
日本で使われる温度の単位はCelsius「摂氏」です。
アメリカ・カナダでは華氏 Fahrenheit が使われます。
