元アメリカ合衆国訟務長官であるサーグッド・マーシャルの言葉です。

A child born to a Black mother in a state like Mississippi… has exactly the same rights as a white baby born to the wealthiest person in the United States. It’s not true, but I challenge anyone to say it is not a goal worth working for.

で「ミシシッピのような州で黒人の母親のもとに生まれた子供にだって、アメリカ中でもっとも裕福な人の家に生まれた白人の子供と少しも変わらない権利がある。確かにそれは真実ではない。しかし私は、言えるものなら言ってみろと思う、それが取り組む価値のある目標ではないと。」という意味になります。

サーグッド・マーシャルは、アフリカ系アメリカ人として初めて合衆国最高裁判所判事になった人物です。

A child born to a Black mother in a state like Mississippi が主語です。
「ミシシッピーのような州で黒人の母親のもとに生まれた子供」です。
born to ～ で「～のもとに生まれる、～の子として生まれる」です。

has exactly the same rights で「（その子には）全く同じ権利がある」です。
exactly the same ～ で「全く同じ～」という意味の言い回しです。
the same ～ as … で「…と同じ～」です。
例：the same category as ～「～と同じカテゴリー」

何と同じかというと、
(as) a white baby born to the wealthiest person in the United States. で「白人の赤ちゃんと（同じ）、アメリカ中で最も裕福な人の家に生まれた（赤ちゃん）」です。

ちなみに、a Black mother と a white baby に見られるように、
なぜ Black の方だけキャピタライズ（一文字目を大文字に）されているのかは、こちらの記事が参考になりました。

It’s not true, but ～ で「それは事実ではない、しかし～」です。
この場合の true は「実際その通り」という意味合いです。
it は先に述べた「黒人の子供は白人のこと同じ権利がある」といういことです。
それは、今のアメリカでは現実にはそうではない、ということです。

but ～「しかし」
I challenge anyone to say ～ で「私は誰にだって食って掛かる、～と言ってみろと」です。
I challenge anyone to say ～ で「誰か～と言えるものなら言ってみろ」という意味の決まり文句です。
～と言えるものなら言ってみろ（言えるわけがないじゃないか）という含みです。

何と言ってみろというのかというと、
(that) it is not a goal worth working for で「それは、ゴールではない、取り組む価値のある（ゴール）」です。
it「それ」とは、先ほどと同じく「黒人の子供は白人のこと同じ権利がある」といういことです。
a goal worth working for で「取り組むべき目標」となります。
worth は形容詞ですが、名詞を後ろから修飾します。
例：something worth living for「生きがい、そのために生きる価値のあるもの」、a coupon worth 100 yen「100円の価値のクーポン」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
