で「もう２つのワールドカップ予選をプレイした後の6月16日、チームが日本を立つという時に、彼は、西日本の大阪府にある関西空港の出入国管理局に、日本に残りたいと申し出た。」という意味になります。
As ～ で「～する中で、～のときに」という意味の接続詞です。
the team was about to leave Japan で「そのチームが日本を立とうとしていた（時に）」ですね。
the team そのチームとは、ミャンマーのサッカーチームのことです。
be about to ～ で「まさに～しようとしてる」という意味になります。
leave ～ は「～を後にする、～をたつ」です。
on June 16 で「6月16日に」です。
日付の 16 は序数で sixteenth と読みます。
after ～「～の後で」
playing two further World Cup qualifiers, で「さらに2つのワールドカップ予選をプレイした（後に）」です。
further は「さらなる」という意味の形容詞。
two further ～ で「さらに2つの」という意味の言い回しです。
World Cup qualifier で「ワールドカップ予選」となります。
qualifier は「予選、出場資格争奪戦」的な意味合いです。
例：final qualifier「最終予選」
「予選」は他の言い方で、preliminary プリ[リ]ミネリ（略して prelim）とも言えます。
he told immigration authorities that ～ で「彼は伝えた、出入国管理局に、～だと」です。
tell ～ … で「～に…を伝える」です。
immigration authorities で「入管、出入国管理局」です。
authority ア[ソ]ーリティー で「当局、官庁」という意味になります。
at Kansai airport in Osaka Prefecture, western Japan, で「関西空港で、大阪府にある、東日本の」です。
Prefecture「県」は一文字目が大文字にするのを忘れずに。
なんと伝えたかというと、
(that) he wanted to remain in the country. で「自分はこの国に残りたい（と）」です。
the country は Japan の言い換えになっています。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
