The delegation of three Olympians, one Paralympian and a coach までが主語です。
「（南スーダンの）オリンピック選手3人とパラリンピック選手1人とコーチ1人の代表団」です。
delegation は「代表団、派遣団、委任団」という意味の名詞です。
動詞形は delegate [デ]リゲイトゥで「～を委任する」です。
例：delegate responsibility to ～「～に責任をゆだねる」

visited city hall で「市役所を訪れた」です。
city hall は「市役所」です。city office とも言えます。

prior to their departure from Japan で「彼らの日本からの出発に先立って」です。
prior to ～ で「～の前に、～に先立って」という意味の言い回しです。
departure ディ[パ]ーチャーで「出発」という意味の名詞です。
反対の「到着」は arrival ア[ラ]イボォとなります。

to thank officials and volunteers for ～ で「職員とボランティアの人たちに～の感謝を述べるために」です。
thank ～ for … で「～に…についての感謝を述べる」です。

何についての感謝かというと、
for all the support (since ～) で「（～以来の）すべてのサポートに対して」です。

いつ以来のサポートかというと、
since they arrived in Maebashi in November 2019 で「彼らが前橋市に到着して以来、2019年11月に」です。

pre- ～ プリ は名詞の前について「～前の」という意味が作れます。
