The typhoon is forecast to continue heading eastward and weaken to an extratropical cyclone later in the day. But the Japan Meteorological Agency warned that risks of landslides, flooding and high waves will remain, particularly in northern and northeastern parts of the country.
で「台風14号は、東へ向かい続け、その日の後半には温帯低気圧へと弱まると予想されている。しかし気象庁は、日本の特に北部と東北地方で、地滑り・洪水・高潮などの危険が残っていると、注意を呼び掛けた。」という意味になります。

The typhoon is forecast to ～ で「その台風は～すると予想されている」です。
forecast [フォ]ーキャストゥは「（天気などを）予報する」という意味の動詞です。
ここでは be forecast と、過去分詞形（受動態）で使われてます。
forecast は「原型・過去形・過去分詞形」ともすべて同じ形をとる動詞です。
このタイプの動詞は十数個しかないので全部覚えておくとのちのち便利です。

(be forecast to) continue heading eastward で「東に進み続ける（と予想される）」です。
head は「頭」でおなじみですが、動詞では「（～へ）進む、向かう」という意味になります。
eastward は「東に向かって」という意味の副詞です。
countinue ～ing で「～し続ける」です。

and weaken to an extratropical cyclone で「そして弱くなって、温帯低気圧になる」です。
weaken はウィークンは「弱まる、弱くなる」という意味の動詞です。
形容詞形は weak「弱い」です。

later in the day は「その日のその後に」という意味の言い回しです。
earlier in the day「その日のそれまでに」の逆バージョンです。
今話している時点より「後」か「前」という意味です。
この言い回しも日本語に訳すのが難しいものです。

But the Japan Meteorological Agency warned that ～ で「しかし日本気象庁は～と警告した」です。
meteorological ミティァロ[ロ]ジカォで「気象の」という意味の形容詞です。
名詞形は meteorology ミティア[ロ]ロジィで「気象学」です。

何と警告したかというと、
(that) risks of landslides, flooding and high waves will remain, で「地滑り・洪水・高潮の危険性は依然としてある」です。
flooding は「洪水、氾濫」です。川などが決壊して水浸しになることです。
発音に注意しましょう。フ[ラ]ディングという感じです。
remain リ[メ]インは「残っている、依然としてある」という意味の動詞です。

particularly in northern and northeastern parts of the country. で「特に、北部と北東部、その国の」です。
particularly in ～ で「特に～で」という意味の言い回しです。
particularly はこのように前置詞と一緒になってよく使われます。
例：particularly because of ～「特に～のために」、particularly before the plebiscite「特に住民投票前には」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
