the General Technical Sub-Directorate of ～ で「～の技術総括副管理課」です。
directorate はディ・[レ]ク・ト・リトゥ「理事会、管理課」といった意味の名詞です。
よく政府機関などで、General Directorate で「総局」といった言い方を見かけます。
例：Directorate General for Energy and Transport「エネルギー運輸総局」
Mexico’s National Water Commission で「メキシコの国立水道局」です。

said ～「が～と言った」

Grace could cause rivers and streams to swell で「グレースが、河川の増水を引き起こすかもしれない」です。
Grace「グレース」とはメキシコ東部に上陸したハリケーンの名前です。
cause ～ to do … で「～が…する原因を作る、～に…させる」です。
rivers and streams で「川や小川」となります。
swell は「膨らむ、増水する、腫れる」です。
例：swelling crowd「膨れ上がった群衆」、swollen river「増水した川」

as well as ～ は「また同様に～も」という意味です。
ここでは and とほぼ同じ意味になっています。

先ほどの cause の目的語となっています。
また、
landslides 「地滑り、山崩れ」です。
そして、

上記３つは「～, ～ and ～」のリスト表記の形をとっています。
他にもニュース記事内では、
mudslide「土砂崩れ」, flash flood「鉄砲水」、 strong gust「強風」なども引き起こすとされています。
