で「その原子炉は、大地震と津波によって引き起こされた福島第一原発の危機の後、運転をストップしていた。（その後）規制当局は、その施設の安全対策を精査した後に、その老朽化した3号炉に再稼働の認可を出した。」という意味になります。

The reactor had stopped operations で「その原子炉は稼働をストップしていた」です。
had stopped と過去完了形になっているので「（～の前に）ストップしていた」という意味合いです。
operations で「（工場などの）操業、稼働、運転」です。
可算名詞ですので、ここでは工場内の様々な作業や業務を指して複数形となっています。

after the crisis at the Fukushima Daiichi plant で「福島第一原発の危機の後で」です。
plant は「植物、草花」という意味もありますがここでは「工場、工場施設」です。
triggered by a massive earthquake and tsunami. で「大規模な地震と津波で引き起こされた（危機）」です。
trigger は名詞では「引き金」です。
動詞では「引き金を引く、～のきっかけとなる」という意味で、triggered by ～ となって「～によって引き起こされた」という意味になります。
tsunami は日本語から英語になった言葉で「津波」です。
ツ・[ナ]ー・ミィと英語っぽく発音されていると思いましたが、わりと日本語らしく発音している人が多いみたいです。

Regulators gave the green light to ～ で「規制当局は～にゴーサインを出した」です。
regulators で「（国や行政の）規制当局」という意味になります。
動詞形は regulate レギュレイトゥ「（法律などで）～を規制する、制限する、（機械などを）制御する」です。
名詞形は regulation「規制」、反意語 deregulation　ディレギュ[レ]イション「規制緩和」もよく使われます。
give the green light to ～ で「～にゴーサインを出す、～に対して許可を出す」です。
give the go ahead to ～ という言い方もあります。

何にゴーサインを出したかというと、
the aging No. 3 unit で「その老朽化した3号炉に」です。
aging エイジングはここでは「年を取った、ふるい、老朽化した」という意味です。

after screening the utility’s safety measures. で「その施設の安全対策を精査した後で」です。
screen はもともとの意味は「（砂・穀物などをより分けるための）ふるい」です。
そこから「選抜する、検査する」という意味になります。
例：stringently screened「厳しく審査された」
utility は前述の reactor や unit の言い換えでここでは「（公共の）施設」という意味です。
ちなみに utility bill と言えば「（ガス電気水道などの）公共料金」となります。
