で「幸せに繋がるあらゆるのことを、他人にではなく、自分自身のせいにする者は、幸せに生きるための最上の方法を選んでいる。これこそ節度ある者、勇敢な人格と知恵の持ち主である。」という意味になります。

The man who ～ で「～する人」です。
使役動詞 makes ～ … で「～を…させる」です。
～ の目的語部分が、everything that leads to happiness で「幸せに繋がるあらゆること」です。
depends upon himself で「自分自身次第である」です。
depends の部分ですが、文法的には動詞原型 depend になるはずですが、なぜか depends となっています。
引用時の間違いなのでしょうか？
もし他の解釈の仕方などを知っている人はぜひ教えてください！
depend on もしくは depend upon ～ で「～次第である、～に頼る」という意味になります。
and not upon other men, で「そして他の人にではなく（自分自身に）」です。
そういう人は、
has adopted the very best plan for living happily. で「～を選んでいる、幸せに生きるための最上の方策を」です。
adopt ア[ダ]プトゥで「～を採択する、～を選び取る、～を養子に取る」という意味の動詞です。
例：adopt a cautious approach「注意深い方法をとる」
very は best を修飾して「まさに最高の」となります。
living happily で「幸せに生きること、幸福な生き方」です。
This is the man of moderation, で「これこそが、節度ある人だ」です。
man of ～（名詞） で「～な人、～を持つ人」という意味になります。
例：man of courage「勇気ある人、勇敢な人」
the man of manly character and of wisdom. で「男らしい人格と知恵を持つ人」です。
manly マンリィは「男らしい、男性らしい、勇敢な」という意味の形容詞です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

動詞は ２つあり、⑴ depend on と ⑵ has adopted です。
次に、makes は、ここでは使役動詞ではなく、普通の他動詞です。

他人ではなく、自分自身を信頼しており、

Plato は どこで、この言葉を述べたものかを自分なりに調べてみたのですが、
残念なことに、まだ不明です。元は、古代ギリシャ語だと思いますが、
権威ある英語の翻訳はどうなっているのか？できればご教授願います。

おそらくこれがフルバージョンで、簡略化したのが今回の例文だと思われます。
この文でもちょっと気になるのが、make ～ to depend と to不定詞になっている点ですが、
同じ使役動詞の help, get などはto不定詞を伴うこともあるので、昔はこの用法もありだったということでしょうか。
