インドの元首相であるインディラ・ガンディーの言葉です。

We do not wish to impoverish the environment any further, and yet we cannot for a moment forget the grim poverty of large numbers of people. Are not poverty and need the greatest polluters?

で「我々も、環境をこれ以上悪化させることは望んでいない。とはいえ、数多くの人が残酷なほどの貧困に苦しんでいることを一瞬たりとも忘れることはできない。その貧困と窮状こそが、最大の環境汚染原因なのではないでしょうか？」という意味になります。

インディラ・ガンディーは、インド初の女性首相で、第５代・８代目の首相です。
あのマハトマ・ガンディと姓が同じですが血縁関係はないそうです。

今回の例文は、1972年ストックホルムで行われた国連の人間環境会議でのスピーチです。

背景としては、先進諸国が環境問題対策のノルマを発展途上国にも押し付ける状況の中、
途上国では貧困こそが環境問題の原因であるのだから、貧困を解決することが先決であると意見を述べています。

We do not wish to ～ で「我々は～することを望んではない」です。
to impoverish the environment any further, で「地球環境を悪化させること、これ以上」です。
impoverish イン[パ]ヴァリシュで「～を貧しくさせる」ですが、ここでは「～を悪化させる」という意味です。
the environment で「環境、地球環境」を指しています。
any further で「これ以上（～ない）」という意味です。
further は「さらに、この上」という意味の副詞です。

and yet ～ は「とはいえ、それにもかかわらず」と逆説の接続詞となります。
we cannot for a moment forget ～ で「我々は～をひと時も忘れることができない」です。
not for a moment で「一瞬たりとも～しない、少しも～しない」という意味の言い回しです。
例：He did not doubt for a moment.「彼はちっとも迷わなかった。」
何を忘れることができないかというと、
the grim poverty of large numbers of people で「数多くの人々の忌まわしいほどの貧困」です。
poverty で「貧困」という意味の名詞です。
the がついて「その貧困、今まさに起きている貧困」という意味合いです。
grim は「ぞっとするような、残忍な、恐ろしい」という意味の形容詞です。
例：grim news「痛ましいニュース、悲惨なニュース」
large numbers of ～ で「数多くの～」です。
a large number of ～ という言い方を複数形にして数の多さを強調しています。

Are not poverty and need the greatest polluters? で「貧困と困窮が最大の環境汚染原因なのではないですか？」です。
修辞的疑問文（反語表現）で「～ではないか？（いやまさにそうである）」と肯定を表します。
poverty and need が主語で「貧困と困窮」です。
poverty and need と２つなので、are が複数形になっているのをしっかり確認しましょう。
need はここでは「貧困、困窮」という意味の名詞です。
例：people in need「生活に困っている人々」
the greatest polluters が are に続く補語（C）で「最大の環境汚染者」です。
pollute ポ[ル]ートゥで「～を汚染する」という意味の動詞で、それに -er がついて「汚染する者」という意味になっています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
